Okay so I did some reading on their API and think it may be that they no longer let this example user in the formula's API code do the hard work. So I played with it and here is what you have to do.
First, I would make a gmail to do with Oppo, or Das. So you can make a user on Bit.Ly then after you get that set up. You can go to settings/advanced in bit.ly
You will see Legacy API Key on the bottom click it to see it. you may have to authenticate the account add a password to it before you get the user. I forgot
Then You either need to manually go to the formula in column b and in Google and replace login=bitlyspreadsheets and apiKey=R_0efdb854edf4bf179c85cca39d7d33e1
with the legacy info on the bottom of the page I shown above, that you made on Bit.ly. You may also be able to export it and do find and replace but google doesnt let you do that to formula's. But after that your back in business.
If you can't do that I will see if I can finish it up and share you mine that works. For your use.

if you just change the info in the first column, Then highlight column B and C in row 3. Copy them them, then Highlight B,C row 4-50 (shift click and drag) Then copy the Formula that will take care of it.
Hit the link below and I can approve you to use it, since that has my bit.ly API in it.
I don't want everyone to see that :P
